I tried to watch a Korean movie suggested to me but couldn't find a subtitle, so I downloaded one. It was out of sync. I tried watching it for 5 minutes and gave up, so I looked up a subtitle editor program. I found Aegisub.
There's a menu where you can just just choose
- Choose Timing
- Choose the time or frame you want the subtitle to move forward or backward
- Decide if you want to move the rest of the subtitle along that time/frame
