Water Awareness Campaign

I noticed a water usage campaign at a mall. Their brochures were full (not that attractive, I think), and a conventioanl looking stand. They're there just to make you aware of how much water your using. I think that's a good cause, so I thought of a way that could rev up awareness.
It's pretty fun actually. The point of communication is simple: be aware of the amount of water that you're currently wasting and do something to save it. I liked the info on how in several minutes we're wasting 9 litre of water. That's a lot. I thought why not make a large transparent tub full of fish, then just a simple sign that this is how much water you're using for a day. A lot of people would stop to see the fish (pretty fish), then they can read that simple sign. That's all you need really, they can think about it how much water they're wasting while admiring the fish.
Some messages actually need less word, just because people already know what you're trying to convey and the high probability of that message sounding corny that they would immediately shut off their senses and acceptance even though they agree with what you're saying.
It's like those anti smoking sign on large billboard and buses.
