Should I care if the free Wifi doesn't have Internet access?

You've been there. It says free wifi, then when you connect, there's no Internet. Just blah. You asked once, is the Internet on? Waiter checked and came back, Yes Sir, of course. You checked again, just blah. Everywhere you type, whatever URL you put in, your laptop is sure that there's no Internet. Machine is more trustworthy than people. No matter, you thought, you came well prepared. Out came your modem. Before you know it, you were typing away, browsing happily.
Should you care? It is quite a hassle just to bring it up, isn't it? Ah never mind, they probably had a bad connection at that time. You were siding with them.
Well, a little thing you should consider, that unconnected free wifi is there in your food and drink. You paid for it. It is well embedded in the product's cost structure.
I'm not saying wreak havoc everytime this happens, but when you do, do it with that knowledge. Do it fully knowing that you've lost that premium in your bill, you don't have the Internet. If it is still worth it for you, good for you. You have a big heart. If it's not, don't feel embarrassed to demand it. You're paying for something that you didn't get. Fight for your right.
