I just had this problem with my laptop. Avoiding your confusion in the future, here's what to do:
1. When you're connecting your iPad, make sure there are reactions from both your iPad and your computer. Your iPad may say "Charging" or "Not Charging" (while in fact, it is still charging).
2. Try plugging it to different USB ports, just in case the one you're using now is bad.
3. Ensure your iPad's is not low on power. If so, charge it first.
4. Try rebooting your iPad and your computer. This did it for me.
5. Reinstalling your iTunes.
6. That's it. If all fails, it may be a good idea to bring your iPad to repairs.
